C124 The War Was Imminent

There's a whole bunch of skills in front of me that I have to choose, and after careful consideration, I've chosen a few practical skills:

Bind of Light: Active skill, cast time: 3 seconds, cooldown time: 15 seconds. Causes the target to be enveloped by holy light, causing the target to lose mobility. Effective time depends on the current level. Required MP: 80, Level 25.
